稚内市 - Wakkanai -
Wakkanai, the only "city" in the Soya jurisdiction. The northernmost city in Japan. It is a convenient city with all the food, clothing and shelter, and there is also the nature unique to the northern city. The sunset on the west coast and Rishiri Island and Rebun Island floating in the sea are superb views. It is the center of the Soya area.

猿払村 - Sarufutsu -
The Sea of Okhotsk is a sea of fertility. Sarufutsu Village is home to the finest scallops that grow there and the dairy farms that grow lively on the vast ranch. The 16km straight "Village Road Esanuka Line" that runs through the magnificent scenery is The Hokkaido. It is also world-famous as a habitat for the phantom fish, Taimen.
浜頓別町 - Hamatonbetsu -
In the olden days, Hamatombetsu Town prospered with a lot of gold dust. Various wild birds such as swans fly to Lake Kutcharo. It is registered under the Ramsar Convention. The campsite, where you can watch the sunset over the lake, is crowded with many campers.
中頓別町-Nakatonbetsu-
The only inland town in the Soya district that does not face the sea, and has a karst terrain with a limestone cave in the northernmost part of Japan. Dairy farming is popular, and local brands such as "Nakaton Milk" and puddings made from it are also popular. Taking advantage of the rich nature, it is a town where you can experience various outdoor activities such as mountain climbing, gold dust digging, and limestone cave tours.
枝幸町-Esashi-
Esashi Town is popular for seafood such as hair crabs, scallops, and salmon. It is distributed all over Japan as the "Okhotsk Esashi brand". Usutaibesenjoiwa, which is designated as the North Okhotsk Prefectural Natural Park, is visited by many people to see the rising sun that dyes the Sea of Okhotsk red and the drift ice that spreads all over.
豊富町-Toyotomi-
Toyotomi is a thriving dairy farm. Brand milk "Toyotomi milk" is famous all over Japan. It is also popular as the northernmost hot spring village in Japan, and hot springs from all over Japan gather in search of the oil-containing spring quality "Beautiful skin hot spring".
礼文町-Rebun-
Flower Island, Rebun. There are also endemic species such as "Leven Atsumorisou", and beautiful wild flowers bloom all over the island during the season.
利尻町-Rishiri-
Located in the southwestern part of Rishiri Island, a town rich in nature with mountains and the sea nearby. Special products are sea urchin and kelp.

天塩町-Teshio-
A city surrounded by the Teshio River and nature. Famous as a production center for large clams. It is the highest catch in Hokkaido.
